HEBA is an association of churches first and foremost.  It is also a charitable company with a Board of Trustees (the Directors of the Company) responsible for ensuring that the Association pursues its aims in a responsible way and in accord with charity and company law. This is done by the Board itself or through delegating tasks to working groups and staff.
